Basic Functions:

As chief executive officer of Chappaqua Central School District, the Superintendent is responsible for achieving District objectives and carrying out policies established by the Board of Education; for the overall planning, direction, control and evaluation of District activities; and for managing these activities aggressively and imaginatively so as to maintain and improve the quality of the District through continuous school improvement initiatives.

Primary Responsibilities:

  1. Formulates and recommends to the Board of Education for evaluation and approval, long-range and short-range objectives and basic policies for each aspect of the District's operation.
  2. Provides for the development and implementation of long-range and short-range plans for achieving District objectives, and recommends such plans to the Board.
  3. Recommends specific policies, procedures, plans and programs for the attainment of current operating objectives, and provides leadership in the solution of major problems.
  4. Provides the Board with reports and information which will (1) enable the Board to critically review operation of the District, (2) provide constructive advice and guidance as to improvement possibilities, and (3) in general, enable the Board to execute its responsibilities.
  5. Provides for thorough and complete dissemination, interpretation and administration of all District policies in order to establish a framework within which key subordinates can discharge their responsibilities effectively.
  6. Establishes and maintains a sound organizational structure for accomplishing the District's objectives.
  7. Provides for the proper delegation of authority and responsibility throughout the organization.
  8. Is responsible for the overall administration of the school system, with the advice and counsel of the other members of the District's Management Team.
  9. Has knowledge of the programs and practices of each school and expects the principals to review with him, for his approval prior to implementation, any significant changes in their building operation, program or facility.
  10. Recommends and/or approves, as authorized, the selection and appointment of District personnel, and the assignment of responsibilities to them.
  11. Coordinates a recruiting program to identify and screen prospective candidates, and extends job offers on behalf of the District.
  12. Establishes effective controls for measuring the performance of key administrators against established objectives.
  13. Provides for the development of executive and administrative talent to meet present and future organizational needs.
  14. Directs, counsels and advises the personnel reporting to him concerning the management of the day-to-day operations and activities of the District, and settles any differences that may arise between or among them.
  15. Appraises the performance and progress of the District through effective controls and reports of District activities, and through contacts and conferences with key subordinates. Initiates corrective action where required.
  16. Directs the preparation of and recommends to the Board for approval of the annual District budget, and administers the school system within approved budget limits.
  17. Provides for the selection of sites for future school facilities and recommends to the Board for approval.
  18. Provides for the design of new school buildings and recommends to the Board for approval.
  19. Develops, recommends and carries out, in coordination with the Board, programs for maintaining favorable external relations with other State and local agencies and the general public.
  20. Works with staff and residents to contribute to the understanding of District objectives and to foster positive relationships within the District.
  21. Works with Federal, State and local agencies in acquiring grants and funding for special projects.
  22. Stays abreast of trends and developments in the fields of elementary and secondary education that may affect the well-being and future of the District, and applies new techniques and knowledge to District operations.
  23. Provides for the establishment of school attendance boundaries within the District and recommends to the Board for approval.
  24. Possesses and exercises, as chief executive officer of the school district and its educational system, all other statutory powers and responsibilities that may be set forth in the Education Law of the State of New York.
