President Mester convened the public session at 10:35 a.m. Alyson Kiesel moved to reconvene in Executive Session to discuss the employment history of a particular person. Victoria Tipp seconded. The motion passed unanimously. At 10:50 p.m. Alyson Kiesel moved to adjourn the Executive session and reconvene the public session. Victoria Tipp seconded. The motion passed unanimously.

President Mester welcomed the small group of community members.

Superintendent Lyn McKay made the following recommendations.

4.1

Instructional

Resolution:

"BE IT RESOLVED that, the Board of Education hereby authorizes the attached Agreements for Services for the individuals and agencies listed below effective for the 2013/2014 school year, or earlier at the discretion of the Board of Education":

Andrea Rauso Eckerle,

Resolution:

"BE IT RESOLVED that, due to increased enrollment, the Board of Education hereby creates two 1.0 FTE Elementary positions. This action results in the creation of 2.0 FTE Elementary positions effective August 29, 2013."

Resolution:

"BE IT RESOLVED that, the Board of Education hereby appoints Keri Zurlini from the Preferred Eligible List to the position of Teacher of Elementary Education, Westorchard Elementary School, effective August 29, 2013, Step 4, B(BA+45) with Masters, $82,619."

Resolution:

"BE IT RESOLVED that, the Board of Education hereby appoints Jennifer Halliday from the Preferred Eligible List to the position of Teacher of Elementary Education, Westorchard Elementary School, effective August 29, 2013, Step 5, B(BA+30) with Masters, $81,797."

Resolution:

"BE IT RESOLVED that, the Board of Education hereby abolishes two 1.0 FTE 9th grade coaching positions and creates two 1.0 FTE Junior Varsity coach positions. This action results in the abolishment of a 1.0 FTE 9th grade Volleyball Coach position and a 1.0 FTE 9th grade Lacrosse Coach position and the creation of a 1.0 FTE Junior Varsity Volleyball Coach and a 1.0 FTE Junior Varsity Lacrosse coach at Horace Greeley High School, effective August 19, 2013."

Ms. Samantha Caponera, Regular Substitute Teacher of Elementary Education, Roaring Brook Elementary School, effective August 29, 2013 through June 30, 2014 (or earlier at the discretion of the Board of Education), Step 1, B(BA+30) with Masters, $67,610.

Ms. Michele Marciano, Regular Substitute Teacher of Reading, Douglas Grafflin Elementary School, effective August 29, 2013 through January 31, 2014 (or earlier at the discretion of the Board of Education and pending background check clearance), Step 3, B(BA+45) with Masters, $77,499, prorated.

Alyson Kiesel moved to accept the recommendations including the addendum items. Warren Messner seconded. The motion passed unanimously.

Non-Instructional

Resignation:

Antoinette Materasso - Registered Nurse at Roaring Brook Elementary School, resigned effective August 23, 2013.

Resolution:

Be it resolved that, the Board of Education hereby increases the hours of the following teacher aide by 15 minutes per day, effective September 3, 2013:

Diane Wendel

Appointments:

Diego Palacios Quebrada - Custodial Worker at Horace Greeley High School, effective September 1, 2013. His salary will be $43,246.

Denise Mincin - Library Clerk at Horace Greeley High School, 10 month position, 35 hours per week effective September 3, 2013. Her salary will be $42,131.

Suzanne Rota - Registered Nurse at Roaring Brook Elementary School, effective August 26, 2013. Her salary will be $54,228 plus a Masters Degree stipend of $1,214.

Karen Sullivan - Library Clerk at Westorchard Elementary School, 10 month position, 17.5 hours per week, effective September 3, 2013. Her salary will be $17,693.50.

Request for Discretionary Leave of Absence:

BE IT RESOLVED that, the Board of Education hereby grants a leave of absence, without pay, to Sally Love, Senior Office Assistant at the Education Center from August 5 - 16, 2013, and from December 2 - 6, 2013.

Alyson Kiesel moved to approve the recommendation. Victoria Tipp seconded. The motion passed unanimously.

5.1

Jeffrey Mester moved to approve CSE summaries reported to Board on August 26, 2013. Warren Messner seconded. The motion passed unanimously.

5.2

Alyson Kiesel offered the following resolution,

"Be it resolved that, the Board of Education hereby ratifies the Supplemental Memorandum of Agreement between the Superintendent of Schools, Board of Education and the Chappaqua Congress of Teachers, representing certain employees covered by this agreement with the title of Teaching Assistants, in regard to their work hours. The Agreement will be incorporated by reference into the minutes of this meeting."

Victoria Tipp seconded. The motion passed unanimously.

5.3

Alyson Kiesel moved to approve second extension of vendor contract to provide meals and /or snacks between Westchester Community Opportunity Program (WESTCOP - Head Start) and vendor, CCSD, effective September 1, 2013 - June 30, 2014, per attached prices. Victoria Tipp seconded. The motion passed unanimously.

Alyson Kiesel moved to approve Final AS-7 Contract from Putnam/Northern Westchester BOCES for services rendered in 2012-2013 in the amount of $1,144,639.00. Victoria Tipp seconded. The motion passed unanimously.

5.5

Alyson Kiesel moved to approve a contract for summer school educational services 2013-14 with Ardsley School District for one student at the rate set by New York State Education Department. Warren Messner seconded. The motion passed unanimously.

5.6

Victoria Tipp moved to approve a proposal for Educational and Management Services for filing of STAC forms, reports, etc. at a rate of $21,000 effective July 1, 2013 to June 30, 2014. Warren Messner seconded. The motion passed unanimously.

5.7

Jeffrey Mester offered the following resolution,

"Be it resolved, that the Board of Education authorizes the transfer of the following reserve funds to the General Fund as specified in the approved 2013-2014 budget:

Capital Projects Fund: $3,857

Retirement Contributions Fund: $1,000,000"

Alyson Kiesel seconded. The motion passed unanimously.

5.8

Alyson Kiesel offered the following,

"Be it resolved, that the Board of Education hereby ratifies the execution by the Board President and Superintendent of Schools of the Implementation Certification Form for its Annual Professional Performance Review for classroom teachers and building principals covered pursuant to Education Law Section 3012-c and Part 30-2 of the Rules of the Board of Regents."

Victoria Tipp seconded. The motion passed unanimously.
