President Messner convened the public meeting at 6:00 p.m.

Moved by Alyson Gardner to enter into Executive Session to seek legal advice. Seconded by Victoria Tipp. Motion carried 4-0.

Moved by Alyson Gardner to reconvene the public board meeting at 7:39 p.m. Seconded by Victoria Tipp. Motion carried 4-0.

Presentations:

Teaching & Learning - Middle Schools

Dr. McKay welcomed Andrew Corsilia, Principal of Seven Bridges Middle School, Martin Fitzgerald, Principal of Robert E. Bell Middle School and Mary Ford, Director of K-12 Literacy. Messrs. Corsilia and Fitzgerald described common structures and instructional strategies that promote strong literacy skills in classrooms across the disciplines, providing examples from Bell and Seven Bridges. They spoke about literacy evolving with our changing world and literacy instruction in our middle schools changing with the times. Extending beyond reading and writing instruction in English classrooms, literacy is an integral part of an active learning environment and now includes skills such as analyzing and creating multi-media texts and synthesizing multiple streams of information.

President's Report

President Messner acknowledged the events of last week and invited Dr. McKay to make a few comments. President Messner shared that Meryl Tisch, Board of Regents Chancellor, is leaving in March. He thanked Jeffrey Mester for drafting a letter to Putnam Northern Westchester BOCES regarding possible re-structuring. President Messner congratulated Rob Greenstein on his re-election as Town Supervisor and went on to comment on volunteer policies.

Superintendent's Report

Dr. McKay congratulated 82 students inducted in the Cum Laude Society. Dr. McKay spoke about the upcoming Knowledge Cafe on November 16, 7pm, in the iLab at Horace Greeley High School. She stated that the topic for the evening will be technology. Everyone will have an opportunity to explore elementary coding, Canvas, and Google Docs. Dr. McKay also mentioned the upcoming theatre productions by Roaring Brook and Horace Greeley.

Moved by Victoria Tipp, seconded by Alyson Gardner to approve from the Regular Meeting of the Board of Education held October 21, 2015, as amended. Motion carried 4-0.

Ms. Yvonnett Glickert, Regular Substitute Teacher of Elementary Education, Douglas Grafflin Elementary School, effective August 31, 2015 through June 30, 2016 (or earlier at the discretion of the Board of Education), Step 3, B(BA+30) with Masters, $74,660.

Mr. Gary Abrams, Varsity Boys' Basketball Assistant, Horace Greeley High School, effective November 9, 2015 through March 2, 2016 (or earlier at the discretion of the Board of Education).

Mr. Dillon Clark, Varsity Girls' Basketball Assistant, Horace Greeley High School, effective November 9, 2015 through March 2, 2016 (or earlier at the discretion of the Board of Education).

Mr. Daniel Perito, Varsity Ice Hockey Assistant, Horace Greeley High School, effective November 9, 2015 through March 2, 2016 (or earlier at the discretion of the Board of Education).

Ms. Michelle Saccurato, Varsity Boys' Swimming, Horace Greeley High School, effective November 9, 2015 through March 2, 2016 (or earlier at the discretion of the Board of Education).

Moved by Alyson Gardner, seconded by Jeffrey Mester to approve all items in 4.1 Recommended for Action, Personnel, Instructional, including Addendum, in one omnibus motion. Motion carried 4-0.

CSE summaries dated November 4, 2015.

Moved by Alyson Gardner, seconded by Victoria Tipp to approve all CSE Summaries dated November 4, 2015, as presented. Motion carried 4-0.

Approve contract with Bedford Central School District for SAIL III, effective September 2, 2015 - June 23, 2016, for the most current special education non-resident tuition rate approved by New York State.

Moved by Alyson Gardner, seconded by Victoria Tipp to approve the contract with Bedford Central School District for SAIL III, effective September 2, 2015 - June 23, 2016, for the most current special education non-resident tuition rate approved by New York State, as presented. Motion carried 4-0.

Jeffrey Mester mentioned there will be a Facilities Committee meeting at 8am, Friday, November 6.

Policy Committee

7.1

Parent Volunteers in School District Programs - 3rd Reading

Victoria Tipp commented that the Board is looking at possibly "corralling" similar policies into a larger conflicts of interest policy. She expects to bring this conflicts of interest policy to the Board this school year.

7.2

Nepotism Policy - 2nd Reading

Alyson Gardner commented that this policy is designed to mitigate conflicts of interest in hiring and reporting. It is designed to address the supervision of people who are related to one another.
