President Messner convened the public meeting at 6:00 p.m.

Moved by Alyson Gardner to enter into Executive Session to discuss employment history of a particular person and seek legal advice. Seconded by Victoria Tipp. Motion carried 4-0.

Presentations:

Teaching & Learning - Elementary Schools

In this presentation, elementary principals Jamie Edelman, Amy Fishkin and Jim Skoog discussed how innovation and technology support the vision of active student learning environments in their schools. They shared that a variety of district-wide structures and initiatives promote active learning, including building-based technology committees, Technology Instructional Coaches, mobile learning, the maker movement and professional development through the Advanced Technology fellowships.

Information Business Affairs

President's Report (27m30s)

1.1.1

Because Jim Langlois, Superintendent of Putnam Northern Westchester BOCES, is retiring, the Acting Deputy Commissioner of P-12 Education with the New York State Education Department, is surveying districts about possible restructuring. Board members discussed possibly combining Southern Westchester BOCES and Putnam Northern Westchester BOCES. Jeffrey Mester suggested that he would draft a response for all members to review prior to send to the commissioner.

Victoria Tipp attended the NYSSBA (New York State School Board Association) Annual Meeting in New York City on October 20. Ms. Tipp stated that approximately 240 districts were represented. All recommended resolutions passed with the exceptions of the resolution authorizing the State intervention for the financial mismanagement of districts.

Superintendent's Report (46m0s)

Dr. McKay commented on School Board Recognition Week, October 26-30. She thanked our Board members for all the work they do.

Local Assessments

Our local assessments have been officially approved by the State along with the APPR Hardship Waiver, which exempts the District from the new APPR until March. President Messner thanked the superintendent for her leadership in the district.

CEFF [Chappaqua Education for the Future]

This advisory committee to the superintendent is focusing on 3 topics this year: (1) global competency, (2) STEAM [Science, Technology, Engineering, Art, Math], (3) student stress.

District's Efficiency Plan

Lyn McKay reported that the District's Government Efficiency Plan has been approved. As a result STAR-eligible homeowners will receive a 2-year rebate for 2014-15 and 2015-16. This will impact over 3,000 households.

Moved by Victoria Tipp, seconded by Alyson Gardner the Board of Education hereby approves item 4.1, as amended below. Motion carried 4-0.

"BE IT RESOLVED, that the Superintendent is hereby authorized to direct a comprehensive medical examination and evaluation, including but not limited to psychiatric and other examinations and evaluations, if necessary, of Employee No. 3414, in accordance with the provisions of Section 913 of the Education Law; and

BE IT FURTHER RESOLVED, that the Board hereby directs that Employee No. 3414 submit their medical records, if any, to the extent and for the time as determined by the physician(s) to the examining physician(s) at or before such examinations/evaluations."

Dr. McKay made the following recommendations:

Resignation:

Randi Robinson Cohen - Director of Continuing Education, resigned effective September 30, 2015.

Appointment:

Maura Marcon - Director of Continuing Education, effective October 1, 2015. Her salary will be $31,868.

CSE summaries dated October 7, 2015.

Moved by Victoria Tipp, seconded by Alyson Gardner to approve all CSE Summaries dated October 21, 2015, as presented. Motion carried 4-0.

 

5.2

Approve Agreement with the F.L. Chamberlain School for Educational Services from July 1, 2015 through June 30, 2016 at the rate of $4,690.00 per month. Rates are subject to change pending rate approval by New York State Dept. of Education and New York State Dept. of Child and Family Services for 2015-2016 school year.

Moved by Victoria Tipp, seconded by Alyson Gardner to approve the Agreement with the F.L. Chamberlain School for Educational Services from July 1, 2015 through June 30, 2016 at the rate of $4,690.00 per month. Rates are subject to change pending rate approval by New York State Dept. of Education and New York State Dept. of Child and Family Services for 2015-2016 school year, as presented. Motion carried 4-0.

BE IT RESOLVED, in accordance with Policy 9040, that based upon the recommendation of the Superintendent of Schools, employees in the following positions who are required to travel regularly among the buildings of the School District shall be entitled to a monthly car allowance of $200 for the 2015-16 school year as set forth below:

Assistant Superintendent for Human Resources and Leadership Development and the Director of K-12 Literacy.

Moved by Alyson Gardner, seconded by Victoria Tipp that the above listed employees shall be entitled to a monthly car allowance of $200 for the 2015/2016 school year to travel regularly among buildings of the District. Motion carried 4-0.

 

5.4

Approve Chappaqua School Foundation Instagrant request of $2,494.80 for 24 Casio Prizm Calculators requested by Mr. George Benack, HGHS, Math Department. This grant would pilot the use of Casio PRISM graphing calculators in high school math.

Moved by Victoria Tipp, seconded by Alyson Gardner to approve the Chappaqua School Foundation Instagrant request of $2,494.80 for 24 Casio Prizm Calculators requested by Mr. George Benack, HGHS, Math Department. The Board thanked the Chappaqua School Foundation for their generous gift. Motion carried 4-0.

Approve Chappaqua School Foundation Instagrant request of $1,200 requested by Warren Whitney, Grafflin, 3rd Grade Teacher. The grant request is for Ozobot Classroom Kit (18 Programmable self-contained simple robots and starter materials.

Moved by Victoria Tipp, seconded by Alyson Gardner to approve the Chappaqua School Foundation Instagrant request of $1,200 requested by Warren Whitney, Grafflin, 3rd Grade Teacher. The Board thanked the Chappaqua School Foundation for their generous gift. Motion carried 4-0.

Approve gift from Friends of Greeley Theatre, Inc. to Horace Greeley Theatre Department in the amount of $2,000 to purchase lumber, tools, and scenery supplies in conjunction with the November 19, 20 & 21 production of Once On This Island as well as for future Greeley Theatre Company productions.

Parent Volunteers in School District Programs [2nd Draft]

Victoria Tipp commented that we have received a lot of comments from the community. Ms. Tipp wanted to emphasize this is not about a specific set of circumstances, rather based on a set of interests and principles. The Board has the right to set these parameters and works closely with our attorneys in doing so.
