BE IT RESOLVED that the Board of Education authorizes for regular substitute, leave replacement teachers, replacing a teacher on a Board of Education approved leave of absence or medical absence for a duration of one (1) semester or more during a school year to receive the rate of pay as per the CCT contract, including for up to two days prior to and two days after the assignment to consult and transition with the regular classroom teacher, with prior authorization from the Assistant Superintendent for Human Resources and Leadership Development, effective September 1, 2016.

RESOLUTION REGARDING SEQRA DETERMINATION:

WHEREAS, the Board of Education is considering undertaking certain improvements to Horace Greeley High School, the District Office, Bell Middle School, Seven Bridges Middle School, Grafflin Elementary School, Roaring Brook Elementary, Westorchard Elementary, and the School District Library (collectively, the "Project"), comprising maintenance upgrades and other improvements, including: resurfacing of existing parking surfaces and playgrounds, athletic field enhancements (e.g., resurfacing of fields with turf, field lighting, running track, bleachers), façade improvements, roof improvements/repairs, installation of irrigation, internal building improvements, and new structural expansions in existing courtyards (i.e., a new Science, Technology, Engineering, Arts, and Math building and two library building additions).

WHEREAS, pursuant to the State Environmental Quality Review Act statute (Article 8 of the Environmental Conservation Law) and implementing regulations ("SEQRA"), the Board of Education has determined that each of the individual projects and the full set of projects constitute Type II actions as defined in Section 617.5 of Title 6 of the New York Codes, Rules and Regulations, and therefore are not subject to environmental impact review under SEQRA; and

WHEREAS, to assist it in its decision-making and planning, the Board of Education authorized AKRF, Inc. to prepare an Environmental Assessment Form ("EAF") to evaluate the Project's potential for environmental impacts, which document is attached hereto as Exhibit "A"; and

WHEREAS, the EAF, including the documentation appended thereto, concludes that, inter alia, due to the presence of existing light sources on the high school campus, the additional field lighting would not have any significant adverse environmental impacts on listed bat species or on the neighboring community; that the absence of critical habitat for Indiana bats or Northern Long-eared bats identified on or near the high school campus suggests there would be no significant adverse environmental impacts on these listed bat species or their habitats; that the exterior building modifications, building additions, and athletic field improvements would not cause any significant adverse environmental impacts, including visual or historic character impacts to the State/National Register-listed Church of St. Mary the Virgin & Greely Grove, due to their respective locations, existing visual relationship, and the overall context of the urban setting; and that the other elements of the Project, including resurfacing of existing paved areas and playgrounds, internal building construction/ improvements, building façade and roof improvements/repairs, outside lighting improvements, and irrigation system installation, do not require tree removal or extensive excavation, and therefore would not result in any significant adverse environmental impacts; and

WHEREAS, subsequent to the preparation of the EAF, the Board of Education decided to change the proposed improvements by improving the grass field at Bell Middle School with drainage and sod instead of installing an artificial turf field, and installing a second artificial turf field with lighting at Horace Greely High School; and

WHEREAS, AKRF, Inc. prepared a Technical Memorandum to evaluate the change in the proposed improvements; and

WHEREAS, the Technical Memorandum concludes that the change in proposed improvements does not alter the EAF's conclusion that each improvement and the full set of proposed improvements (as modified) remain Type II actions that are exempt from SEQRA, that the Project (as modified) would cause no significant adverse environmental impacts, and that no additional environmental analysis is warranted;

THEREFORE, BE IT RESOLVED, that the Board finds, after review of the EAF and the Technical Memorandum, that the Project (as modified) remains exempt from SEQRA and that it would not have any significant adverse environmental impacts; and

BE IT FURTHER RESOLVED, that the Board will proceed to determine whether it will undertake the Project.

RESOLUTION OF THE BOARD OF EDUCATION OF THE CHAPPAQUA CENTRAL SCHOOL DISTRICT, NEW YORK, ADOPTED MARCH 29, 2017, DIRECTING SUBMISSION OF A PROPOSITION AT THE ANNUAL DISTRICT MEETING AND ELECTION OF THE QUALIFIED VOTERS OF SAID SCHOOL DISTRICT, TO BE HELD MAY 16, 2017, AND PRESCRIBING THE FORM OF SUCH PROPOSITION TO BE INSERTED IN THE NOTICE OF SUCH ANNUAL DISTRICT MEETING AND ELECTION.

RESOLVED BY THE BOARD OF EDUCATION OF THE CHAPPAQUA CENTRAL SCHOOL DISTRICT, IN THE COUNTY OF WESTCHESTER, NEW YORK, AS FOLLOWS:

Section 1. At the Annual District Meeting and Election of the qualified voters of Chappaqua Central School District, in the County of Westchester, New York (the "District"), to be held on May 16, 2017, a proposition in substantially the form as hereinafter set forth shall be submitted to the qualified voters of said District. Said proposition shall appear in the Notice of Annual District Meeting and Election to be held May 16, 2017, and the District Clerk is hereby authorized and directed to include such proposition in said Notice by inserting therein substantially the following paragraphs:

NOTICE IS FURTHER GIVEN that a Proposition in substantially the following form shall be presented to the qualified voters of the District at such Annual District Meeting and Election:

WHEREAS, on June 14, 2016, the voters of Chappaqua Central School District, in the County of Westchester, New York (the "District") approved the expenditure of not to exceed $42,500,000 for the construction of alterations and improvements to District buildings and sites, and the Chappaqua Public Library; substantially in accordance with a "Capital Bond Proposal" dated March 30, 2016, prepared by the District with the assistance of Kaeyer, Garment & Davidson, Architects, P.C. (the "Original Project"); and thereafter the Board of Education authorized the issuance of not to exceed $42,500,000 bonds and the levy of a tax in installments to pay said bonds and the interest thereon; and

WHEREAS, the Board of Education has now determined that it is necessary and desirable to modify the scope of the Original Project without increasing the cost thereof;

Now, therefore, be it RESOLVED:

That the Board of Education of the District is hereby authorized to modify the scope of the Original Project substantially in accordance with a revised plan prepared by the District's architects, which plan is on file and available for public inspection at the office of the District Clerk, by (i) eliminating the artificial turf field with lighting proposed to be constructed at the Robert E. Bell Middle School side field and, in place thereof, constructing grass and drainage improvements and a walking path at said field; and (ii) constructing an additional artificial turf field with lighting at the Horace Greeley High School's C Field; and to reallocate and expend for the foregoing improvements a portion of the not to exceed $42,500,000 Original Project cost heretofore approved by the voters on June 14, 2016.

Such Proposition shall appear on the ballots used for voting at said Annual District Meeting and Election in substantially the foregoing form.

Section 2. This resolution shall take effect immediately.

RESOLUTION AMENDING THE NOTICE OF ANNUAL PUBLIC HEARING ON BUDGET, ANNUAL MEETING, SCHOOL DISTRICT ELECTION, LIBRARY ELECTION AND VOTE AND VOTE ON PROPOSITION

          NOTICE IS HEREBY GIVEN that the Board of Education of the Chappaqua Central School District, Westchester County, New York will hold a Public Hearing on the Budget at the Commons at the Horace Greeley High School, Chappaqua, New York, on Wednesday, May 3, 2017 at 7:30 p.m., for the purpose of presenting the budget document for the 2017-2018 school year.

          NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the 2017-2018 school year (the Budget), including the tax exemption reporting form, exclusive of public moneys, may be obtained by any resident of the District during business hours, effective April 6, 2017, except Saturday, Sunday or holidays, at each of the District's school houses and the Administrative Offices.

          NOTICE IS FURTHER GIVEN that the Annual District Meeting, Election of Members of the Board of Education and Library Trustees and Vote on the School District and Library budgets, will be held on Tuesday, May 16, 2017, at the Gymnasium of the Horace Greeley High School, Chappaqua, New York, between the hours of 7:00 a.m. and 9:00 p.m., prevailing time, when the polls will be open for the purpose of voting by voting machine:

  1. To elect two (2) members to the Board of Education, 3-year terms each, commencing July 1, 2017 and expiring on June 30, 2020.
     
  2. To vote upon the appropriation of the necessary funds to meet the estimated expenditures for School District purposes for the 2017-2018 School year (the Budget).
     
  3. To vote upon the appropriation of the necessary funds for the 2017-2018 fiscal year of the Chappaqua Central School District Public Library (the Library Budget).
     
  4. To elect one (1) member to the Board of Trustees of the Chappaqua Central School District Public Library, 5-year term, commencing July 1, 2017 and expiring June 30, 2022.
     
  5. To vote on the following proposition:

          NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of member of the Board of Education and office of Library Trustee must be filed with the District Clerk by no later than 5:00 p.m. on Monday, April 17, 2017. Vacancies on the Board of Education and Library Board are not considered separate, specific offices; candidates run at large. Nominating petitions must be signed by at least twenty-five qualified voters of the District, shall state the residence address of each signer and the name and residence of the candidate. Petition forms may be obtained from the District Clerk on weekdays when school is in session, during regular business hours, 9:00 a.m. to 5:00 p.m. at her office at the District's Education Center, 66 Roaring Brook Road, Chappaqua, New York.

          NOTICE IS FURTHER GIVEN that registration of voters is required pursuant to Section 2014 of the Education Law. If a voter has registered to vote with the School District and has voted at an Annual or Special School District meeting within the last four calendar years, (after January 1, 2013) s/he is eligible to vote at this Election and Vote. If a voter is currently registered to vote with the Westchester County Board of Elections, s/he is also eligible to vote in this Election and Vote. All other persons who wish to vote must register. Registration may be done on any business day at the Office of the District Clerk, during business hours, at the Education Center at 66 Roaring Brook Road, Chappaqua, up to May 11, 2017, five (5) days prior to the election and vote. Any person possessing all of the following qualifications may register to vote:

  1. Is a citizen of the United States; and
     
  2. Is eighteen years of age or older; and
     
  3. Has resided in the School District for a period of thirty days immediately preceding the day of the Election and Vote.

          NOTICE IS FURTHER GIVEN that the register of voters so prepared shall be filed in the Office of the School District Clerk and shall be open for inspection by any qualified voter of the District between the hours of 9:00 a.m. and 5:00 p.m., prevailing time, beginning May 12, 2017, except Saturday, Sunday or holidays. Said register will be open for inspection at the polling place on the date of the election and vote.

          NOTICE IS FURTHER GIVEN that, applications for absentee ballots for the Annual Meeting, School District Election and Vote may be obtained at the Office of the School District Clerk, at least seven (7) days prior to the election if the ballot is to be mailed or the day before the election, if the ballot will be picked up personally by the voter. Absentee ballots must be received by the District Clerk by no later than 5:00 p.m., prevailing time, on May 16, 2017.

          NOTICE IS FURTHER GIVEN that the Board of Registration shall meet at Horace Greeley High School on Tuesday, May 16, 2017, during the hours of voting as aforesaid for the purpose of preparing a register of qualified voters for meetings to be held subsequent to such election and vote.

          NOTICE IS FURTHER GIVEN that a list of all persons to whom absentee ballots shall have been issued will be available for inspection from qualified voters of the district in the said Office of the District Clerk during regular office hours, 9:00 a.m. to 5:00 p.m., prevailing time, until the day of the Annual Meeting, Election and Vote. Any qualified voter may file a written challenge of the qualifications of a voter whose name appears on such list, stating the reasons for the challenge.

BE IT RESOLVED that the Board of Education approves the Contract with Briarcliff Manor Union Free School District for educational services for one student (#80607214) in the CASSTLE High School program for the 2016-17 school year for the sum of $100,825.00 and authorizes the Board President to execute this Agreement.

BE IT RESOLVED that the Board of Education approves an Agreement for Health and Welfare Services with City School District of Rye for 1 student at a rate of $808.20 per student, effective September 1, 2016 to June 30, 2017, and authorizes the Board President, Superintendent, and District Clerk to execute this Agreement.

BE IT RESOLVED that the Board of Education approve Chappaqua School Foundation InstaGrant gift of $2,190 for the purchase of 32 framed posters depicting women scientists, which would be hung in classrooms and common space at Greeley to introduce and inspire students to careers in STEM fields. Requested by Mr. Paul Bianchi, Horace Greeley High School.

BE IT RESOLVED that the Board of Education approve Chappaqua School Foundation InstaGrant Gift of $2,492.36 for the Tiny House Project. This InstaGrant provides the funds necessary to implement a joint art/technology 8th grade project at Seven Bridges. Requested by Mr. Chris Stasi, Seven Bridges Middle School.

BE IT RESOLVED that the Board of Education approve 11 traditional grant applications in the total amount of $252,652 to be purchased and implemented for the 2017/2018 school year, per attachments, from the Chappaqua School Foundation (CSF) as described below:

-

Software Tools to Enhance Literacy ($12,720) - A district-wide grant which will fund two software programs designed to enhance literacy instruction and student text accessibility, for use by all students in the district for the 2017-2018 calendar year and will fund teacher training in use of the software.

-

Language Department Virtual Reality ($10,704.08) - This grant funds a virtual reality pilot program at Horace Greeley High School. Four foreign language teachers will use this grant to expose their students to language and culture through a new type of real and authentic space while allowing students to be active participants in their learning

-

Curious Inventor Coding Blocks ($12,518.20) - This grant will provide the art departments at both middle schools with coding blocks that will allow for the incorporation of coding and technology into art projects in the 5th and 8th grade and will provide an important basis for the development of STEAM curriculum integrating technology and art.

Get Moving! ($37,028.15) - This grant funds the purchase of kinesthetic furniture for 34 classrooms or other student learning areas at both middle schools. In piloting various types of kinesthetic furniture through other CSF grants, middle school teachers have found furniture which enhances the student learning experience and this grant will allow all teachers who want to incorporate kinesthetic furniture into their classrooms to do so in a way that works with their subject matter and classroom environment.

Lego Robots ($17,909.28) - This grant provides for the replacement of the outdated robots used in the technology classes at Robert E. Bell Middle School so that the robotics program can continue and Mr. Raguette can continue to develop richer curriculum.

Math Classroom Instructional Design ($18,742.72) - This grant provides for the redesign of Megan Barnes' classroom at Robert E. Bell Middle School to create an environment, which will foster the development of creative and critical thinking skills and will allow for differentiated learning.

-

21st Century Transformative Classroom Design ($21,695.46) - This grant provides for the redesign of Pauline Daglio's sixth grade english and social studies classroom at Seven Bridges Middle School to a space which fosters collaboration and communication, critical thinking, comfort and creativity.

Elementary Innovative Learning Spaces ($40,200) - This grant funds the redesign of two classrooms at Douglas Grafflin Elementary School to provide for flexible, moveable, comfortable elements with the intent of creating a more collaborative, personalized, active learning environment.

Poster Maker ($4,045.19) - This grant will fund the purchase of a large format poster printer at Roaring Brook Elementary School so that now all three elementary schools will have poster printers provided by CSF.

-

Elementary Classroom Redesign ($40,707.25) - This grant funds the redesign of two classrooms at Roaring Brook Elementary School to pilot classrooms which are more innovative, flexible and comfortable allowing for more choice, collaboration, independence and differentiated learning.

-

Fourth Grade Commons ($36,381.49) - This grant provides for the redesign of the fourth grade commons space at Westorchard Elementary School to provide fourth grade teachers and students with the space, furniture and educational tools to enhance collaboration and independent learning and to support the fourth grade curriculum.
