Plan for Providing Special Education Instruction and Related Services

March 24, 2020

Dear Families,

We hope this email finds you all healthy and well, and that you will remain so. We are reaching out to provide you with important information regarding the plan for providing special education instruction and related services for your child(ren) and the scheduling of Committee on Special Education (CSE), Committee on Pre-School Special Education (CPSE) and Section 504 meetings during these challenging and unprecedented times.

Administration and staff have been working diligently to develop plans to maintain consistency of special education services during this time. We are committed to doing our best to address your child's needs remotely, but it is possible that not all typical school based instruction and special education supports can be feasibly implemented through a distance learning model during the present health crisis. Your patience and understanding is greatly appreciated as we work through the logistics of this challenging time together.

Special education and related service providers will be in contact with you, if they haven't already, to discuss the plan and schedule for service delivery. Special education and related services which may have been provided in a group may have to be provided individually or in a smaller group size. This may result in a reduction of the contact time between the provider and the child as indicated on your child's IEP. Special education and related services may be provided directly with the provider on the telephone, by virtual meeting and/or using computer based instruction, and/or instruction using written materials, assistive or other technology.  Please refer to the iLearning Guides for Families found HERE.

We are committed to providing parents with a meaningful opportunity to communicate their feedback and participate in the on-going implementation and development of their children's Section 504 plans or IEPs. We understand that parents may have questions or concerns about their child's special education program. We encourage parents who have concerns about the special education support being provided during this period of distance learning to contact your child's case manager or related service provider. If you have additional concerns after having spoken with him/her, please contact Kristie Evers, Director of Special Education and Section 504 Services. Additionally, Section 504 or CSE Requested Review meetings can be scheduled, if necessary, via telephone or video conference via the "Zoom" platform. If you would like to request that a 504 Team or CSE meeting be scheduled, please contact your child’s case manager to discuss your concern. For Annual Reviews, we will also be using the "Zoom" platform. When you receive an invitation for your child's meeting, you will receive a link to connect to a "Zoom" meeting. You can connect for video and/or voice, or use the call in number to conference call. All of the information you need to know to connect in the manner you prefer will be included for you in the link provided in an email, so please check your email prior to your child's meeting. We are making every attempt to stay with the originally scheduled day and time for these meetings. You will be provided a copy of the meeting packet, via email, prior to the meeting, ensuring your ability to meaningfully participate in the meeting.

With regard to initial or re-evaluations, if your son or daughter has been recommended for an evaluation which requires a face-to-face assessment or observation, the evaluation will be delayed until school reopens. Evaluations and re-evaluations that do not require face-to-face assessments or observations may take place while schools are closed, so long as a student's parent or legal guardian consents to the re-evaluation or evaluation.

This District has long been one of collaboration between parents, educators and administrators. We will continue to do so, while we closely track our students' learning. We wish you good health during this time. While a challenging one, it also provides us all with an opportunity to learn, grow and work together as a community.
